Leave and Compliance Specialist
The City of Littleton Human Resources team is looking for an experienced and adaptable HR professional to serve as a Leave and Compliance Specialist. This key position oversees a wide variety of compliance, risk, and administrative functions, including FMLA, ADA, Workers’ Compensation, property and liability claims, and HR contract management. This role is instrumental in ensuring compliance with employment laws and city policies while fostering a safe, inclusive, and supportive workplace. This position also serves on and/or leads committees, including the Safety Committee and the Employee Recognition Committee.
The ideal candidate is detail oriented, collaborative, well versed in employment law, and passionate about service and safety. The ability to manage competing priorities across HR functions while building trusted relationships with employees and leadership is essential. Strong technology skills and the ability to effectively navigate multiple systems and programs are a must to be successful in this position.

Hiring pay range $80,940 - $89,460 per year
This full-time position is exempt per FLSA and is not eligible for overtime compensation.
Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:
Leave Administration
The position is responsible for administering, processing and maintaining the organization’s leave policies and programs (FMLA, FAMLI, ADA, Military Leave, and return to work protocols) including processing leave requests and return to work paperwork consistently and in accordance with state and federal laws.
Responds to employee questions or concerns regarding leave issues and researches to resolve..
Coordinates with payroll, benefits, and legal as needed to ensure proper pay and coverage during leave periods.
Identifies and addresses trends in leave usage; recommends process improvements.
Participates and assists in the ADA interactive process when an employee informs the employer of a need for accommodation.
Property and Liability
Manages and maintains property and liability claims, files, and documents.
Maintains clear communication with employees and departments with timely verbal and written updates on claims.
Assists in completing applications for risk management insurance renewals.
Recommends and updates applicable safety and loss control standards and policies.
Reviews causality of claims and accident reports and consults with departments on loss history.
Workers' Compensation
Processes and manages Workers’ Compensation claims from intake to return-to-work planning.
Tracks claim trends and works with Worker's Compensation carrier and broker on claims.
Participates in annual Workers' Compensation audits.
Maintains clear communication with employees and departments with timely verbal and written updates on claims.
Assists with conducting insurance and broker renewals.
Safety
Manages and administers the city's safety programs, including leading the City Safety Committee, to ensure employee safety and prevent losses.
Works with departments and employees to ensure compliance with best safety practices and develop a culture of safety within the organization.
Schedules and facilitates safety committee meetings; coordinates follow-up activities with the committee.
Coordinates periodic safety inspections of city buildings, facilities, equipment and machinery.
Analyzes data related to Workers’ Compensation, property and general liability incident reports to identify and make recommendations concerning risk assessment and improvements.
Investigates accidents, preparing reports identifying causes and possible preventive measures.
Oversees compliance with Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) regulations, including Commercial Driver’s License (CDL) requirements, random drug and alcohol testing, and return-to-work (RTW) procedures.
Americans with Disabilities Act Amendments Act (ADAAA)
Serves as the city’s designated ADA Coordinator, working through the interactive process with employees and external constituents.
Oversee the city’s ADA Transition Plan and partner with departments, largely facilities and infrastructure in Public Works and Utilities by meeting as a committee regularly and providing an annual report to City Council.
Tracks and reports on ADA compliance using tools like SeeClickFix.
Creates reports and provides leadership updates regarding ADAAA accessibility compliance.
Conducts investigations into inquiries regarding ADAAA compliance status at city/county sites.
HR Contracts Management
Maintains and manages HR-related contracts, including but not limited to vendor agreements for benefit administration, training, recognition platforms, and wellness initiatives.
Monitors compliance with contract terms, renewal dates, and procurement procedures.
Collaborates with the Finance and Legal departments to draft, review, and amend agreements as needed.
Administrative and Operational Duties:
Manages unemployment claims.
Assists with organizational culture and compliance initiatives.
Ensures that responsibilities are performed in compliance with federal and state regulations.
Confers with employees, supervisory, and administrative personnel regarding departmental policies and procedures.
Advises employees, leaders, or departments of potential problems or concerns.
Engages in process improvement, lean thinking and other measures to implement best practices.
Assists in researching and analyzing legal requirements impacting departmental programs and services.
Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.
MINIMUM QUALIFICATIONS:
Bachelor's degree from an accredited college or university in human resources, business, risk management, finance, or related field; and
Three (3) years of increasingly responsible HR experience including claims adjustment, Workers' Compensation, and at least one (1) year FML management; or
An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
Must be able to pass a pre-employment criminal background check.
PREFERRED QUALIFICATIONS:
Knowledge and experience with ADAAA accessibility initiatives.
Experience with safety related programs and initiatives.
KNOWLEDGE, SKILLS, ABILITIES:
Requires knowledge of and ability to learn and stay abreast of all laws and regulations related to FMLA, ADAAA, and Workers’ Compensation.
Knowledge or understanding of risk management insurance programs and ability to administer and manage property and liability claims.
Knowledge of human resources principles and practices, general public sector employment law, and personnel policy development and administration.
Knowledge and understanding of city personnel policies and procedures, city charter and codes, and all applicable state and federal laws.
Strong interpersonal and communication skills with the ability to establish and maintain effective working relationships with vendors, employees, and leadership.
Ability to maintain confidentiality and handle sensitive information and situations with tact and diplomacy.
Strong organization and time management skills, demonstrating adaptability and ability to manage multiple priorities and deadlines.
Team oriented and demonstrates support for team members in achieving objectives.
Strong attention to detail and accuracy with ability to analyze data and create reports for regulatory compliance and ad hoc requests.
Demonstrates sounds judgment and reasoning, understanding the impact of decisions and changes.
Adept at using technology including Microsoft Office 365 suite and job-related applications.
WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
Work is primarily conducted in a standard indoor office environment with occasional lifting and carrying up to 25 pounds. Long periods of sitting, standing or walking may be required. May travel occasionally to/from other local offices or facilities for meetings. Frequently uses standard office equipment including computer, calculator, telephones, and copy/fax machines.
